Local Jobs First - Policy Implementation

ICN Victoria is funded by State Government to administer Local Jobs First Policy (LJF).

We play an integral role delivering on Victorian Government policy that ensures Small and Medium Enterprises (SMEs) are given full and fair opportunity to compete for work on major projects and supports industry to create jobs.

In administering the Policy, ICN Victoria:
  • Advises the Victorian Government of current market and local industry capability to contribute to different procurements, maximising value to the local economy and identifying opportunities for SMEs to contribute to the project
  • Identifies suitable local products and services that meet the scope of works requirements, maximising value to local industry
  • Assesses compliance and achievability of the ANZ value-added activity commitments made by bidders in their Local Industry Development Plans (LIDPs)
  • Monitors and reports on outcomes for Victorian industry involvement, including changes in market capability
  • Produces evaluation reports at a project’s practical completion
ICN also provides a pivotal link between principal contractors and local suppliers and manufacturers. This involves:

• Liaising with industry to identify products and services where there is local capability to manufacture, supply and value add

• Providing and promoting a data base of projects to assist local companies, especially SMEs, to express interest on upcoming tenders and showcase expertise through ICN Gateway

• Providing advisory services to local companies with the aim of increasing local industry engagement, capacity, and capability

• Advising industry on requirements and measures for maximising local industry engagement

• Supporting Agencies and Suppliers to report local, social, sustainable and employment outcomes from projects.

Social Procurement Program

ICN Victoria’s Social Procurement Program supports industry understanding of Victoria’s Social Procurement Framework, general social procurement and how this aligns with respective business models.
ICN Social Procurement Specialists:

• Provide strategic advice and guidance on social procurement strategy, requirements and delivery

• Review and provide feedback on social procurement policy frameworks and documentation

• Provide advisory support to local companies on queries and challenges with social procurement implementation

• Facilitate partnerships with social and sustainable suppliers and industry associations

• Help report on local, social, and sustainable impact delivered through procurement activities

Industry Engagement Advice

Our team across Victoria assists to:

• Activate local industry engagement and connections

• Provide advice on Local Jobs First Policy and Social Procurement strategies

• Maximise local, social, sustainable and employment outcomes for project opportunities

Our team brings extensive experience and knowledge across a broad range of industry sectors which enables us to offer well rounded advice whilst adhering to the strictest probity rules.

From working with bidders to identify local suppliers to post tender award support, our team are out and about in the marketplace every day engaging with suppliers and building supplier knowledge.

On key Victorian Government Strategic Projects, we allocate an Industry Adviser to each Bid Team to assist with policy and project requirements. Each of these experienced Advisers will be able to assist in connecting suppliers directly to their respective Bidders. Upon award of the contract the ICN team will continue to support the company on the delivery of project commitments.

Having one of our experienced Industry Advisers involved with the project can assist with the planning and delivery of contracted localisation outcomes.

Local Government
Authority Engagement

With the shared goal of advocating for positive outcomes for the Victorian economy, ICN Victoria works with Local Government Authorities to:

• Connect local suppliers to their Local Government Authorities and project opportunities, such as precincts, urban revitalisation and community clubs

• Advocate for Social and Sustainable Procurement initiatives to improve social and economic outcomes within businesses and councils

• Assist with the creation of local industry engagement policies and compliance with the Victorian Government’s Local Jobs First Policy

Tariff Concessions

The Industry Capability Network is recognised as a ‘prescribed organisation’ under Paragraph 144 in Part 16 of the Customs Regulation 2015. We conduct research as part of Tariff Concession Order applications to provide advice as to whether ‘substitutable goods’ or ‘potentially substitutable goods’ are manufactured within Australia.

Use this form if you are making an application to the Australian Border Force or Department of Home Affairs that requires industry research from ICN Victoria.

Save and e-mail this document to TCO@icnvic.org.au and any relevant Illustrative Descriptive Material. This includes brochures, relevant industry standards, photographs, or videos.

Upon receipt, ICN will provide a quotation for the research services, subject to a review of the work required. Typically, the research is completed within 10 business days, but this will depend on the complexity of the research.
